Jason E. Sloan is a partner in Pryor Cashman’s Litigation, Intellectual Property, Music, Media + Entertainment, and Digital Media Groups, and is a former Assistant General Counsel of the United States Copyright Office.
Jason is widely recognized for his copyright expertise, and has received accolades from the Librarian of Congress, Register of Copyrights, and American Intellectual Property Law Association. During his decade at the Copyright Office, he handled a broad portfolio of regulatory, policy, and litigation matters, including advising Congress on legislation and working closely with the Department of Justice to develop litigation positions, including before the Supreme Court.
Jason’s practice covers all areas of copyright law, with an emphasis on music, media, and technology. From licensing and enforcement, to infringement actions and contract disputes, to regulatory and policy matters, Jason can guide clients through the complex, cutting-edge, and high-stakes issues facing creative industries today. Leveraging his experience at the Copyright Office, Jason is adept at advocating for clients before policy makers, including through rulemaking, rate-setting, and legislative efforts. He is well known for his creative problem-solving and excels at formulating strategic and practical solutions based on his clients’ business needs.
Jason’s work at the Copyright Office encompassed a wide variety of subjects, including music and statutory licensing, as well as generative AI. He counseled Congress on the landmark Music Modernization Act, and played a leading role in its implementation and the promulgation of numerous regulations governing music streaming. Jason reviewed the determinations of the Copyright Royalty Board for legal error and drafted legal opinions on novel questions of copyright law referred by the Board. He was a key contributor to the Copyright Office’s examination of generative AI and advised Congress on AI-related legislation. He also handled copyright registration, recordation, and termination matters, and worked on issues arising under the Digital Millennium Copyright Act, including section 1201 proceedings.
Before his tenure at the Copyright Office, Jason was a litigator at Paul, Weiss, Rifkind, Wharton & Garrison LLP and Mitchell Silberberg & Knupp LLP.
Jason is a member of the Copyright Society, previously serving as co-chair of the DC Chapter and currently serving on the Music Subcommittee. He is also an alumnus of Leadership Music, a national collaborative program for music industry leaders.
