Philip Folkemer serves as Director of Government Affairs at Pryor Cashman, where he works closely with the firm’s Immigration Group, as well as attorneys across the firm’s other practice areas, to help clients navigate evolving federal policies and enforcement priorities.
Philip brings more than 15 years of experience as a foreign service officer with the U.S. Department of State, where he held roles in both political and consular affairs. Before joining Pryor Cashman, he served as Consular Lead Policy Analyst, helping oversee a $6.2 billion global consular budget. Earlier, he served in the State Department’s Bureau of African Affairs, developing government policy priorities in East Africa and coordinating with international organizations, including the United Nations.
Philip previously held diplomatic postings in Belgium, Belize, Ecuador, and Togo, and led American Citizen Services operations at the U.S. consulate general in Guayaquil, Ecuador, where he oversaw services for approximately 50,000 U.S. citizens.
Earlier in his career, Philip served as a Peace Corps volunteer in Uganda. He is fluent in Spanish.
