Pryor Cashman Partner Paul Proulx, a member of the firm’s Real Estate Group, was quoted in a Law360 Real Estate Authority article examining how zoning codes are evolving to meet the growing demand for senior housing—and how recent changes in New York City are streamlining development.

In the article, “As Senior Housing Evolves, Zoning Plays Catch-Up,” Paul discusses how New York City’s zoning reform has made it easier to build senior housing by granting it the same floor area allowances as affordable housing projects:

"The changes lumped long-term care in with affordable, independent residences with seniors as qualifying senior housing that gets the same allocation of floor area as would be given to an inclusionary project where there's affordable housing."

The change allows developers to bypass special permit delays. His comments come as cities like Boston and others in California reconsider zoning to meet the needs of an aging population, demonstrating how targeted reforms can facilitate development while supporting broader housing objectives.
